EMBASSADOR LETTER
Dear Philippines,
France is one of the famous countries that the world knows today with famous locations such as the romantic Annecy and the beautiful Jardin du Luxemburg. Our language is also unique to other people in the world some say our language of romance. Here in France about 79 million tourists come here in France to see its wonders such as the Avignon, Strasbourg cathedral, Amiens cathedral, and other well known places in France. Our famous locations attract tourist because the curiosity that people think today such as how high the Eiffel Tower is located in Paris which is in Northern France. As the ambassador of France we feel that selling France will help benefit to your country and also benefiting to our country as well.
In the government that I stand is the unitary semi-presidential republic with strong democratic tradition. The national government of France is divided into an executive, a legislative and a judicial branch. The President has a degree of direct executive power, but most executive power resides in his appointee, the Prime Minister. The cabinet globally, including the Prime Minister, can be revoked by the National Assembly, the lower house of Parliament, through a “censure motion”; this ensures that the Prime Minister is always supported by a majority of the house. This is the government that way we believe of minimizing the corruption in our government.
The culture of France is very well known and also attracts tourist to our lovely country of France. The cuisine of French is delightful treat and also an importance of our culture for delicious cuisines such as the cheese and wine that is very rewarding to people as it is well known culture in France. Our arts also attract tourist because of the genuine visual and plastic arts including architecture, woodwork, textiles, and ceramics originating from the geographical area of France. Our educational system has also become culture to France of the educational system we use which is the Primary Education and Secondary Education is predominantly public schools but private schools also exist, in particular a strong nationwide network of primary and secondary Catholics education.
The geography of France is unique and very interesting state of land where the country of France is known as L’Hexagone which means hexagon due to the countries shape. France takes up 674,843 km² of total area of Europe’s land which is the 40th largest country of the world in area. The land of France is a coastal area which is near to the Mediterranean Sea bordering Belgium, Luxembourg, Germany, Switzerland, Italy, Monaco, Andorra, and Spain. France also shares land borders with Brazil and Suriname. France is also linked to the United Kingdom by the Channel Tunnel, which passes underneath the English Channel. France also has a number of territories in North America, the Caribbean, South America, the southern Indian Ocean, the Pacific Ocean, and Antarctica. These areas have varying forms of government ranging from overseas department to collectivity. The physical features show many lakes such as the Loir, Loire, Olse, and etc.
The people of France converse of many different cultures but mostly Latin. The language that is fluently used in France by our people is French. The way that our people live is base with average workers on urbanization mostly and exporting is the jobs that we offer to our people. The people of France adapts on modern times in treasuring food for there quality. Our people enjoy art and many cultures that we adapt to such as music. The people focus more on work then enjoying the find life’s of quality. Our people shows that they base there lives in modern urbanize culture in adapting it to there everyday lives such as focusing on there jobs which can connect to urbanization.
We are confident on selling our country to the Philippines on benefiting us both. The shares of our export and the helping of the Philippines because of its location in the Pacific can lead to success as 2 countries combine in reforming a successful country.
ISSUES
The issue Global warming is a major problem in France because they have many situations involving floods, droughts, heat temperature rising and sea levels rising drastically high. The problem that has impacted on France is, droughts and the heat rising, it has hit France big time framers are unable to crop there foods and because there hasn’t been any rain fall the rivers in France has rapidly dried up: 86% of 778 readings revealed levels lower than half those normally recorded in April have dried up around France. The framers in France have a major time dealing with this drought because they have there animals to look after and when all the land is just dirt and no grass the animals have no good healthy, food to eat and because there is no rain fall the water supply is low and it can be very tough to try to get water to either let his animals drink from or to grow the grass again. In France near the hills and the sea coast the sea levels rise so big that they are now coming in to near by towns and people are having to evacuate to other locations because there could be mud slides especially in the hill side and there can be flooding in some parts of the towns. The heat temperature is rising rapidly and France has told the government that they are low on there water supply and that as much of France is now facing water restrictions and a long hot summers report’s of the government have said they need to work and must start immediately to try and control global warming in France and around the world.
Terrorism in France happens both at home in France and abroad. France has the military now to help terrorism in France. The most famous terrorist attack on France was the three bombings that happened by the same terrorist group (The Islamic Group) and the leader Al Qaeda. These groups of people have been rivals with France for a long time now and France has been alert to suspect any Islamic group come in to France. The terrorism in France is not at a huge rate, France has there mobs and there gangs but not a massive deal that they need to be alert like the Islamic group, and since nine eleven happened where France helped out with America trying to help every thing be restored and back to normal again.

1793- King Louis XVI and Queen Marie Antoinette executed in Paris for treason. When King Louis arrived in France not long when he was made king the people of France were not happy with most of Louis decisions, they were furious of what Louis had made of France and what they wanted him to take care of it. The economy spilled downward people in France were unemployed in 1788. The people were struggling to survive with crops failing to grow properly, the price of food soared was over the budget for most of the people, at this time the people were not happy to top it off Louis married a foreigner by the name of the Marie Antoinette. This made people angry fueled by xenophobia, targeted Marie as a prime source of their problems. 1794- Robespierre overthrown, ending the Reign of Terror.
Maximilian Robespierre reign of terror started when France was in turmoil, and with the aim of restoring order and reducing the danger of invasion from abroad, Robespierre, backed by the council committee that they proceeded with violence to eliminate all who Maximilian considered to be his enemies. The Revolution stated with the extremists and moderates and the policy led to the Reign of Terror and to the execution of the revolutionary leaders Jacques René Hébert and Georges Jacques Danton. After the leaders had died Maximilian was assumed of tyranny he was to ashamed to show his face that he was arrested and put away for good.
1804- Napoleon Bonaparte crowns himself Emperor Napoleon I.
Napoleon planed his coronation with as great a care as he did his wars. Napoleon was so skilled in tricking people that he had tricked the republicans into taking the Notre Dame cathedral were he was to crown himself and the republicans had been fooled and there was nothing that they could do to stop him. The crown that Napoleon had wanted was destroyed in the revolution so he was to come up with a new crown he had it made to look like medieval times. The crowning ceremonies lasted three hours were he had gathered people of royalty to see him be crowned and then he was part of the royal court.
1814-24- Reign of King Louis XVIII.
King Louis the XVIII became king and was sat up and the throne. He had this help from Charles Maurice de Talleyrand. Chrales fled Paris when he had heard the news of the return of Napoleon to Ghent but then he returned after the Battle of Waterloo had ended. The king had such great power because previously his older brothers also took the throne after they had died the new king was born and he took the throne he was the third generation of his family. Louis XVIII died on September 16, 1824, and was interred in the Saint Denis Basilica. His brother, the Comte d’Artois, succeeded him as Charles X.
1889- Eiffel Tower built in Paris.
The Eiffel Tower was designed by the French engineer and bridge builder Alexandre Gustave Eiffel. The Paris Exposition of 1889 the tower is 300 meters high and consists of an open iron framework making it the highest manmade structure in the world at the time. It was the largest attraction at the Exposition and today it remains the most recognized structure in all of Europe. The structure was almost never built because of its massive amount of work and cost the committee had made there choice in the end that Gustave could build the tower.
1939- France declares war on Germany.
The French issued an ultimatum, which was presented in Berlin saying France would be at war unless a 1700 deadline for the troops’ withdrawal was adhered. France had a treaty with Poland that stated if a nation invaded any of the three treaty nations it was the same as invading all three nations. So when Germany invaded Poland, it was as like Germany had invaded Great Britain and France also. The French had a problem with Germany when world war one happened so this time around France was prepared for any attacks or anything that seemed suspicious because they knew Germany was up to no good.
1939-45- World War II.
World war two was a experience that France had gone through in a long time after world war one the France had realized there own strengths and weaknesses, this time around was that Britain, France and Poland had a treaty that they had planed for because of Germany. As the war got more and more dependent to survive as one nation the three nations had split and now France had made treaty with there previous enemy Germany and they were targeting to British.
1940- Paris falls to Germany.
In deciding not to defend Paris the French Command aimed at sparing its devastation which the defense would have involved the command considered that no valuable strategic result justified the sacrifice of Paris. When Germany was coming to attack on Paris the French knew that they were coming to attack so they were prepared and ready to take action. It was hard for German soldiers to get into Paris’s main center but when they had finally got there the soldiers of France were helpless to fight back.
1995- Jacques Chirac elected president.
The president Chirac was implicated in several major scandals, but as President of France he was immune from prosecution until he left office. Investigators suspect he oversaw illegal party financing while he was the mayor of Paris. There are also messy questions involving pro-Chirac vote-rigging. Other investigators have questioned dubious disbursements of Chirac funds for his friends and family, and a once-secret multi-million-euro bank account in his name. The president has been in the presidential place for a while along the way there has been up sets were he has won and then lost and then got reelected but he was accused for many situations but his presidential title, he was not arrested for any of the accusations.
2003- More than 11,000 people die in severe heat wave.
A record heat wave scorched Europe in August 2003, claiming an estimated 35,000 lives. In France alone, 14,802 people died from the searing temperatures—more than 19 times the death toll from the SARS epidemic. Worldwide. In the worst heat spell in decades, temperatures in France soared to 104 degrees Fahrenheit (40 degrees Celsius) and remained unusually high for two weeks. The heat wave epidemic is a major crisis now a day the global issue for countries around the globe can be devastating and can be harmful for many people the situation in France and Europe is that it is located dead center to heat crises and then a heat wave of this magnitude is catastrophic to many lives.

RESPONSE:
I think that it is wrong for Mr. Kagame to blame the issue of the genocide to France considering that James Kabarebe said that only Mr. Kagame’s Tutsi-dominated Rwandan Patriotic Front (RPF) forces had missiles capable of downing President Juvenal Habyarimana’s plane. I think that Mr. Kagame did have some part in the genocide and starts to blame the government of France. I also think that Mr. Kagame should be guilty for not just being involved in the genocide but there was proof that he might have started the genocide. I also consider that the government of France had a part in starting the genocide because why else would the president of Rwanda just blame France but I do not believe that the start of the genocide was fully started by France because Mr. Kagame had the power in destroying the plane of President Juvenal Habyarimana’s plane. The similar situation to this would be two countries that have a conflict such as Turkey and Syria but in different conflict because Turkey and Syria has a conflict in resources. France and Rwanda have a conflict on who is responsible for the Rwandan Genocide which Rwanda blamed on France.

RESPONSE:
In the issue you can see that both issues were similar but through the two years it had just deeply been a very big issue because many people are affected by this and both situations have gotten out of control. I feel that the issue of the riot should have been dealt with and should have become contain but the matter was not dealt with so quickly as a result of this many people rioted and hundreds of people have been arrested while violence rising as quickly as before only rocks were use but now the use of firearms to local authorities was just have gotten way out of hand. I also think that the plan of setting a curfew time was a bad idea as it will just anger the riot more and the result of this will just be more local people might join the riot and the youth group might also view this as the government is starting to fear them and just might want to react more to this in setting out more open minded actions to show the government that they want to be dealt with easily.

“Al-Qaeda ‘issues France threat” Thursday, 14 September 2006 http://news.bbc.co.uk/2/hi/europe/5345202.stm The current issue of France Terrorism. That the Al Qaeda brought in a leader to help them with the on going US war. The French have been involved in this war but the government has taken there soldiers out. The government is worried that the leader that Al Qaeda brought in might attack on France even though they are not part of the war any more. The officials in France believed that the attacks would happen recently but they have been receiving threat messages from a man in the terrorist group Zawahiri. The security of the government in France say they are know at a “ High threat” rate in France and that they are alert for any messages again. The Ministry officials add that Al Qaeda has announced that on September 2003 that the GSPC was one of its components and there have since been other threats issued against France. The head of security and the DST, Pierre de Bousquet de Florian. “Said the threat of terrorist attack in France remained very high and very international.”
I think that the French are getting them self’s organized and not going over board with panic and that, the government has a high security that there is a little chance for the terrorist group to commit a terrorist action in France since the nine eleven tragedy. The French have been alert so that when there is an act of terrorism in the country they are ready to get themselves organized quick and effectively. The hardest part I think is that if the terrorist group does attack on France that it might be hard for the government to get there military to get there before everything goes out of control. If the messages do keep coming in then every time it escalates its going to be a big situation that the French government if the terrorist are also a major concern to France and the leaders.

The current issue in France is Global Warming. The European leaders have been discussing the global issue of the energy consumption. The power factories and the power stations around the cities that consume the most energy the leaders have come up with something to help this problem. The president of France has spoken that he is going to help lower the energy level. He is starting up a med center; the med center is a proposal to cut sales tax on green goods. The idea put forward would cover such products as low-energy light bulbs. Countries did not agree with the idea which he described as “a very sensitive issue”. All the other leaders agree that there can be a good affect on the level of energy. They have agreed to spread it over to other counties so that they can participate to lower energy. The Middle Eastern countries have agreed to help. For countries in Europe and the Middle East they say that all the emissions coming out of factories we will be able to stop and lower the increase of greenhouse gases in the air by 2020. The EU leaders are also saying that there will be 20% drop of emissions in the air and they have joined the med- club to support the other leaders.
I think that the leaders are doing there best to help the countries from such a global disaster to our planet they are fighting to win over global emissions and energy consumption in the world and that every one should be a part of there global organization on the med-club. The Leaders have a chance to defeat the greenhouse gases spreading out in the world that they are getting EU leaders to back them up so if there they needed help that they could support them and that would make people around the globe to believe that they can also help. The best part what the EU leaders have done is they have agreed to share the technology to the neighboring countries to the Middle East. This will increase the method and impact and insure greater probability of energy level drop age. Questions on Article two
